Soft armor consists of multiple layers of bullet resistant materials which combine to make a ballistic panel. The bullet resistant materials contain fibers that are extremely strong and stretch very little. When a bullet strikes the body armor, it is caught in a "net" of fibers. As the bullet is caught, it is deformed and the energy is dispersed along the materials' fibers and throughout the successive layers of ballistic materials, thus stopping the bullet from penetrating the vest.
